I am fairly certain that if all the deserts are planted, that would be enough. Plus it might be a way to relieve population pressure, if the land and resources are owned by the people doing the work. A good AI, digital twin problem. Just do the numbers. If you find critical elements, start subprojects to optimize. It is not magic or smoke and mirrors, just basic accounting, planning, constrained optimization. Do not forget when you start one of these, many others will join in more or less the same direction.
